Doh... sorry for not reading your first post correctly. But I see what you mean. You cannot do this by default, but somebody did write a script for it called 'WMEditorPB' or something like that. You should be able to download it from here . If it doesn't work, you could always paint with the brush s...

Easiest way is to use the Weight Editor. It allows you to pick your envelope's vertices and give them explicit weighting values for their deformers.
