Correct, its all about the environment variable. For test, I commented the ptex registry modification and got the same warning: Warning object "polymesh/polygon mesh (4)". ptex information not available, must be turned on. This make me thing the ray3rc file modification is being ignored. a...

Happen to the best of us. Glad you found and resolve your issue. Softimage needs full privilege read/write to its files and folders and Windows is preventing any apps to change files and folders for security reason. What OS version are you running/using? Have you confirm that your action clip exist in the location C:\\Softimage\\Softimage_Mod_Tool_7.5\\Data\\DF2 assets\\Scenes\\Gorc.exp?
