The limitation of ICEmodeling to the modeling stack makes it impossible to create any form of collisionbased shatters with this right?

You are partially right. You can create a null-helper with sim-tree and process any calculations on points and then just put it to target polymesh.
I set the port's context on my nodes as per-object arrays, so you can try to build some dynamical shatter or something like it - there are no limitations exept ICE modeling stack and absence of RBD solver with the same port's context.
