Engines are free. Download and test them yourself.

game engines even have external particle engines like the blowing http://www.popcornfx.com/

In my experience i've found the one from Unity pretty bad while the one on Unreal is great (the one under Shiva is pretty good too very similar to particle illusion)

I've played around with Popcorn FX. Very straight forward. I did crash my Vid-card multiple times though with it. I probably didn't know what I was doing. Getting it to export to Unreal or something, is possible..

Particles in Unreal.. from what I see and how they work (and playing aroudn a little with them) - are pretty straight forward.
