New Screen Error? help!

This is a weird one. first time ever it happened. and it only happens in old scenes. IF I start a new scene from scratch everything goes back to normal. I REALLY do not want to have to update 300 scenes.
Any idea what happened to my camera mode viewport? If I hit he little pan and zoom icon next to the the Z icon, it goes back to normal. but the rotoscope image behind is is SUPER blurred out.

Not sure what happened but it just did it on it's own about an hour ago. I didn't change anything as far as i know, and it affects ALL old shots.
