Deform by spine - painting weights question

Deform by spine operator assigns a DeformBySpineWeightCls to an object and under it, you have weighting information. However, if you try to manually adjust this weights (paint them), it doesnt allow you to erase or smooth, only to add.

Is this a bug?

Not really. Deform by spine was never meant to support painting, although it re-uses some of the enveloping code. The fact that you can add weights is just a side-effect.
