Mesh displacement and adaptive subdivision based on bitmap

Hi,
does anyone know a program/feature that given a bitmap image can generate displaced geometry and that is a bit smart about generating as little geometry as needed. Basically something like what a reyes renderer does, only outside the renderer.

ICE is worth a try
depends on what you want to achieve with that geometry
